Statutes of UEMS-ID
§ 1 Objects
- The UEMS Section and Board of Infectious Diseases aims to guarantee the highest standards of care in the field of infectious diseases in Europe by ensuring that the specialty of infectious diseases is recognized in all European countries, that the professional training and education in infectious diseases are raised to the highest possible level and that there is free movement of infectious diseases specialist doctors within the European Union.
- The UEMS Section and Board of Infectious Diseases recommends the necessary content of training programmes, the opportunities for training and technical knowledge and skills for the relevant specialty. In addition, it can issue a certificate of recognition of quality and organise activities relevant to the accreditation of continuous medical education.
- The UEMS Section and Board of Infectious Diseases exists as a group of specialist doctors expressly mandated by the Management Council acting in the name of the UEMS. The UEMS Section and Board of Infectious Diseases is responsible to the Management Council and must regularly report on its activities. It develops its activities within the terms of reference specified for it by the Management Council; initiatives which it is called upon to take must directly or indirectly relate to the specialty of infectious diseases which it represents.
- The UEMS Section and Board of Infectious Diseases acts unselfishly and does not pursue economical purposes. Funds shall be used only for purposes within the intentions of the statutes.
§ 2 Membership
- The UEMS Section and Board of Infectious Diseases consists of full members and associated members and shall comprise two representatives for the specialty from each European country. These representatives must be appointed by their national professional specialist organization. One of the two delegates per country should in addition be a delegate from the national (academic or scientific) infectious diseases society. Appointments are accepted for a period of four years.
- Full membership is confined to representatives from countries which are full members of UEMS, whose membership has been confirmed by the national professional organization and approved by UEMS, and for whom annual membership fees have been paid. The other European countries´ professional and scientific organizations are invited to take part in the UEMS Section and Board of Infectious Diseases. One or two representatives from these countries if appointed by their national professional specialist organization and infectious diseases scientific society shall have associated member status. Representatives from other organizations such as international learned societies or from other specialist groups may be invited as advisors and be granted observer status.
- Full member as well as associated member countries shall pay annual membership dues per country directly to the UEMS Section and Board of Infectious Diseases.
- The two delegates of each country should be appointed alternatively every two years. Both delegates should be active infectious diseases professionals.
§ 3 Organization
- The UEMS Section and Board of Infectious Diseases shall be organised by an elected Executive Committee: President, Vice-President and Secretary/Treasurer. The selection of candidates to be considered for election to the Executive Committee shall be made by a Nominating Committee.
- Executive Committee. The members of the Executive Committee shall be elected by simple majority from among the members of the UEMS Section and Board of Infectious Diseases by a secret ballot. Each national delegation shall have one substantive vote. For each country the right to vote is subject to the payment of the annual fee. The members of the Executive Committee will be elected for a term of four years. Their immediate re-election is possible except for the President. No more than one elected member of the Executive Committee shall come from the same country. The President and Secretary/Treasurer should be appointed alternatively every two years. The Executive Committee shall adopt resolutions with the majority of its members present at the Executive Committee meeting. The Executive Committee may appoint subcommittees for specific purposes.
- Assembly of Members. The assembly of members is the supreme body of the UEMS Section and Board of Infectious Diseases and shall hold plenary meetings at least once per year. The President, upon resolution of the Executive Committee, shall notify members and observers of an assembly of members and of its agenda by an announcement no later than four weeks prior to the date of the assembly of members. The assembly of members shall discuss the proposals of the Executive Committee and adopt resolutions by simple majority of the members present. Minutes shall be kept of the proceedings at the assembly of members, and such minutes shall be signed by the President and the Secretary/Treasurer.
- Permanent subcommittees (Boards). The European Board of Infectious Diseases (EBID) and the European Board for CME Accreditation in Infectious Diseases (EBAID) are permanent subcommittees of the UEMS Section and Board of Infectious Diseases. These subcommittees propose training curricula, rules for training center and board certification and accreditation of continuous medical education in the specialty of infectious disease. These rules must be approved by the assembly of members and be fixed in bylaws of the UEMS Section and Board of Infectious Diseases. Chairpersons of each Board are elected from the membership for a 4-year term of office. The EBID Chairperson will automatically be Vice-President. Vice-chairs of EBID and EBAID, an EBID member-at-large and an EBAID member-at-large will also be elected from the membership for renewable 4-year terms of office.
§ 4 Financing
- The UEMS Section and Board of Infectious Diseases assumes the responsibility for financing its activities. Financial management is conferred upon the elected Secretary/Treasurer whose task is to collect the annual subscriptions within the time limits required to balance the budget. The UEMS distribution key should be used as a guide. The subscription may also be calculated according to other criteria adopted by the Section meeting in plenary assembly.
- The elected Secretary/Treasurer is responsible for drawing-up a provisional budget for the following year. She or he ensures that commitments are only made for necessary expenditure which she or he enters into the annual balance sheet, a copy of which is sent to the Secretary General of UEMS.
§ 5 Amendments
- Amendments to the statutes can be proposed by a majority vote of the Executive Committee or by a written request signed by at least 10 full members of the UEMS Section and Board of Infectious Diseases in good standing.
- Amendments to the statutes can be made by ballot or at an assembly of members by resolution of a majority of members participating. In any matters concerning the interpretation of the statutes, the decision shall rest with the Executive Committee, who will also resolve any matters concerning the UEMS Section and Board of Infectious Diseases that are not covered explicitly by the statutes.
§ 6 Language
The language of the UEMS Section and Board of Infectious Diseases is English. The English version of the statutes shall be determinative in all cases.
§ 7 Bylaws
Administrative details of function and practice of the UEMS Section and Board of Infectious Diseases shall be fixed in the bylaws, which the Executive Committee is entitled to set forth
